Energetic rehabilitation in Liguria Region

On 8 May 2009 the energetic rehabilitation for the Liguria buildings was implemented.

From that date on, each building put on the edilitary market shall detain anEnergetic Rehabilitation Certificate, both for acquisition and lease contracts.

Despite some still not solved problems, as for example the registration to the regional professional College of Auditors and experts who already have the competence and experience in the field of designing building and relative installations a (especially engineers already inscribed in the professional College), the enercetic rehabilitation in Liguria is the most advances system of certification present within national territory, and the certificate here emitted is the most complete one.

The emission of the certificate is regulated by the coherent model of UNI TS 11300 part 1 and part 2, to wich there were integrated suitable aspects relative to the renewable sources, which are not yet covered by the above mentioned national normative.

Besides, in the second part of the certificate, are specified the RECOMMENDATIONS for the energetic rehabilitation of the buildig making the object of the certificate, recommendations which have to be expressed not only in quantitative elements but also in economic estimations as well of estimations of the time of investments return.

The software provided bu Liguria Region is CELESTE, which is based on DOCETPRO "engine" produced by ITC CNR under the supervision of ARE Liguria. Presently it still presents some anomalies and does not seem flexible enough for being completely and profesionally used. it is still the refference in which regards the results produced by other software.

Attributing the number of the certificate and the acquisition of the application is made by the Liguria region site on the specific site where the files XML and the final certificate produced by any software which has already implemented the same model as the one provided by the region, can be bought. The values of the final coefficients have to be in a range of 5% in respect of those recalculated automatically after having loaded the XML file to the regional site.

DIECI allows the energetic rehabilitation of buildings according to the Liguria region model, and produces the interchange XML file towards the regional site.

Much more, DIECI wllows the analysis of the possible rehabilitation interventions of the analysed building, by using powerful as well as simple methods.
