Energetic Audit for Piemonte Region

On 4 August 2009 the regional Assembly approved theDelibera n. 43-11965 containing the Regulations enforcing the Law of 28 May 2007 n 13  (Dispositions regarding the energetic efficiency in’constructions) relative to the energetic rehabilitation of buildings).

From 1° October 2009, date of enforcement of the regulations, The Certificate of Energetic Rehabilitation has to be made in accordence with the regional procedure and not as specified in theNational Guide Lines for the energetic audit of buildings approved by decree of the Ministry of Economic Development of 26 June 2009 and published in Gazzetta Ufficiale n. 158 of 10 July 2009.

Presently there is no regional software which gives the auditors the possibility to execute certification applications in conformity with the specifications of the enforcing regulations.

DIECI allows the execution of the Energetic Certificate in the new form introduced by regional procedure, by using the calculus method described by UNITS 11300 part 1 and 2.

Among the characteristics of the Energetic Certificate adopted by the Piemonte Region there are il seasonal global avarage efficiencyof the installation and the relative normative limit. In the case in which heat pumps are installed, the certificate should also specify the value of the energetic efficiency and the relative normative limit.

But the most important characteristic adopted by the Piemonte Region is that the coefficient of the output, calculated by UNI TS 11300 procedure, is subsequently confronted, in order to be attributed an energetic class, to an ideal building located in the climate conditions of Torino.

GUIDE TO COMPILATIONON THE SICEE OF THE APPLICATIONS REALIZED DIECI

The Informatic System of Energetic Certification of Buildings of 12 november 2009 contains a Guide on the procedure allowing the transmittance of the ACE to the Piemonte Region.

The calculus executed under Dieci is alineated to the Procedure and allows the retrieving of all the calculus data which have to be inserted on the Piemonte site in order to obtain the energetic certificate ottenere il certificato energetico.

 

The new Piemonte procedure consists in the compilation of menues formed of 13 windows, which aremandatory to be compiled progressively. Only after having completly filled in the windiws it will be possible to execute the upload of the certificate.

Subsiquently the mandatory fields will be signalled in bold, without having filled them in it will not be possible to proceed to the filling in of the next window. The photos consent

1.THE BUILDING'S SPECIFIC DATA

This section contains thecadastre data and thebuilding's address, data compulsory for proceding to the compilation. Furthermore, it is not possible to proceed without havin loaded a photo of the building subject of the certificate in jpeg format and not bigger than 2 Mb.

These data are present in Dieci on page "General data of building" e nella sottopagina "Building's entry data".

2.GENERAL TECHNICAL DATA

In this section again there are mandatory data to be filled in .

Here the list with the localization in DIECI:

-Gross heated volume:page "Building's structure", bwlow page "General measures", or as well in the page "Certificate" by clicking on the used calculus normative cit is possible to visualise the prospect with its output data.

-Total dispersive surfaces:page"Certificate" by clicking on the used calculus normative, "UNI TS 11300", it is possible to visualize the prospect with its output data.

-Average transmittance of opaque surfaces:page "Certificate" by clicking on the used calculus normative, "UNI TS 11300",  it is possible to visualize the prospect with its output data.

3.COEFFICIENTS OF REQUIREMENTS

In this section again there are mandatory data to be filled in .

- Heating energetic requirements per unit of Surf/vol (Qh):page "Certificate" by clicking on the used calculus normative, it is possible to visualize the prospect with its output data. Attention! as specified in the guide provided by SICEE, introduce in this field the ideal energetic requirements for heating the building/ appartment, calculated in accordance with which provided by UNI TS 11300 (Qh nd), reported to the used surfaces Su in the case of residence buildings, or to the heated gross volume (V), for non residence buildings.It corresponds to the value EPi,inv in kWh/mqa, or in kWh/mca.

- Hot water for domestic use requirements:page"Certificate" by clicking on the used calculus normative, it is possible to visualize the prospect with its output data.

- Energetic requirements for hot water meant for domestic use:page"Certificate" by clicking on the used calculus normative, it is possible to visualize the prospect with its output data. Attention!as specified in the SICEE guide, this field that is always signalled Requirement is not a specific coefficient as before but an annual requrement calculated in accordance with UNI TS 11300/2.

- Thermal energy hot water for domestic use obtained from renewable sources: page"Certificate" by clicking on the used calculus normative, it is possible to visualize the prospect with its output data.

- Seasonal globale average efficiency of hot water for domestic use (ETA g ACS):page"Certificate" by clicking on the used calculus normative, it is possible to visualize the prospect with its output data.

4. ENERGETIC CLASS

4.1 REAL LOCALIZATION OF THE BUILDING

- Generationg, regulation, emission and distribution efficiency: page"Certificate" by clicking on the used calculus normative, it is possible to visualize the prospect with its output data.

The other fields shall automatically be filled in by SICEE.

4.2 THEORETICAL LOCALIZATION OF THE BUILDING IN TORINO

In order to obtain the values to be inserted in whis window it is necessary to duplicate the application beginning from the first page.

Subsequently, in the new dupplicated application it is necessary to modify the building's localization, by introducing the data of Torino.

It is therefore necxessary to turn the calculus, by clicking on "Execute calculus" nella pagina "Calculus".

Thus in the page "Certificate" by clicking on "UNI TS 11300", as before, you can arrive in the data outtput window.

Here it is necessary to look for the useful data to introduce in SICEE, following the below reported indications.

- Energetic requirement for heating (Qh,TO):  Attention! as specified in the guide emitted by SICEE, introduce in this field the idel energetic requirement of the building/appartment for heating, calcolated according to which provided by UNI TS 11300 (Qh nd), reported to the usable surfaces Su in the case of residential buildings, or to the gross heated volume (V), in the case of non residential buildings. It corresponds to the EPi,inv value expressed in kWh/mqa, or in kWh/mca, which can be found in the data output collection page.

- The energetic requirement of hot water for domestic use: Corrisponds to the annual requirement of ACS expressed in kWh

- Thermal energy for hot water for domestic use obtained from renewable sources: The energetic quota produced from renewable sources

- The seasonal global average efficiency of hot woter for domestic use(ETAg ACS To): it is necessary to execute the ballance between the requirement of hot water for domestic use and the energy used for the hot water for domestic use. Both values can be found in the data output prospect, reachable by clicking on the calculus normative used in the page "Certificate".

6.2 ENERGETIC INFORMATION

- The national global energetic classification of buildings:the class calculated by national procedure is transcribed in the second page of the certificate executed in Dieci, ma anche nel prospetto raccolta dati di output, accessibile dalla pagina "Certificate"

- Reachable energetic output: the output reachable in terms of, consequent to the recommended rehabilitation interventions. This value can be visualized on the second page of the certificate executed in Dieci.

- National winter heating output coefficient. (EPi naz): This value can also be found on the verso of the certificate printed in Dieci and it represents the output coefficient for heating only calculated with the methodology provided by the National Guide Lines

- Normative limit for heating: is the minimum requisit of the output coefficient for heating only if the building is newly built and located in the same locality. (verso of the certificate printed in)

-Quality of the restaured covering: this value is determined as in paragraph 6 of LGN

-National normative limit for thermal installation:minimum value of the seasonal global average efficiency for a newly built building in accordance to D.P.R. 59/2009. (verso of the certificate printed in Dieci)
